Upgrade CPU or GPU?

Currently rocking the i5-4430 and the gtx 650ti 1gb

Would it be more beneficial for me to upgrade my gpu or cpu?

This is my gaming computer.

Will having a high end gpu bottleneck this cpu?

The second is probably the BEST cooling for any 760 out there due to the large 3 fan configuration, Should also run quieter too if thats a concern.

I know that battlefield 4 supports Mantle which only the AMD cards have .. But im not sure how much of a benefit it will provide if you would like i can find benchmarks or videos to show FPS difference vs the Competing Nvidia Cards.

you can run the high preset on BF4 at over 60 fps. But mantle won`t be useful in any other games. Also, 3 fans does not mean better cooling. the Asus cards offer the same cooling, noise level with 2 fans. hmmm, maybe if you are lucky during boxing day you can find a gtx 770 for $300

Simply put more fans equal quieter and cooler.
