Solution

Mainly depending on the use do you want to give the Pc (mainly gamming, browsing, documents, photographics, etc...)
For mu own use (mainly gamming and light browsing) I would change the GPU first. The model depending on the budget available and expected resolution.

The memory he have is DDR3 (and non DDR3L) and not DDR4.
If you want to use non DDR3L on a 6400, first need specific models and you are risking the CPU due using 1.5v instead 1.35v on Ram.

He needs to purchase CPU+MB+RAM.

for the moment, I would only upgrade the GPU to something more beefier. A gtx 1060 would be a good match with your CPU (which is still a very decent gaming chip by today's standards.) In the big new games coming out, you may feel the a CPU upgrade further down the line is required, but for now the 3350p should be fine to drive a 1060 with very little bottle-necking if any.
