Hi I have old i5 3570 and I can upgrade to i3 9100f I also have zotac 1070 GPU.
Should I upgrade and in my country I can only get this i3 9100f due to price increase.

Solution
Yes it is faster than the 3570, but would be my choice rather to get a Ryzen system. Something with a Ryzen 3100 (3300X seems to be non existant) or 1600AF if it has a good price. The 9100f is in the end still a quadcore which becomes limiting.
Not if you want to use the motherboard you already have, the sockets used for those two cpu's aren't the same.
If you wanted to upgrade to the 9100f would that mean other motherboard+ram (ddr4) as well.
I mean that I sold my 3570 system and now I have enough budget to buy 9100f with b360 mobo 8gb ram PSU and case.
Will it be better then i5 3570 system and I'm going to use 1070 with it and Samsung 860 Evo 500gb as boot drive.

thats that whole issue where im from here 1600f is 30-35% expensive then i3 9100f
i was hoping to sit with i3 9100f for a while while this outbreak ends and then buy 9400f or something better

Can't really say anything about prices where you live, that is soemthing for you to look at, just wanted to give the options.
The 9100f still has life left in it so if for a (maybe expensive) stopgap should it work fine. You could of course try and sell it again when upgrading to something better.

The newest Intels are in that case probably also too expensive i assume?
