Upgrade from Windows XP

Is there a way to save my files ( like game data) from my machine with xp & then move them over to windows 7?

The way I prefer is to setup a dual boot WinXP/Win7 option.
Dual Boot Installation with Windows 7 and XP guide
This keeps your WinXP setup intact while you work on setting up Win7.
Later you can just drag and drop your personal files from one to the other.

Since Win7 doesn't come with an email client check out Windows Live Mail 2011

You can get it alone or part of the Windows Live Essentials 2011 package. Lets you choose which of the programs you want to install.

But will i be able to drag & drop program files such as GTA4?

No, programs will always need to be installed.
