I currently have a 1080p 60hz Samsung monitor, probably one of the cheapest one's you could find. It was $100. I'm looking into possibly upgrading.

What monitor resolution and refresh rate should I get? IPS? Higher refresh rate at 1080p? Could my card handle 1440p? If so, what refresh rates?

I'm going to be running it off my Gigabyte GTX 1060 6 GB Windforce and would like to have games run smoothly. It will also be used for basic computer functions so a good balance between the two is what I'm looking for.

Thanks guys!

A 1060 6GB would be best suited for 1080p @ 120-144Hz OR 2k @ 60Hz. In gaming, trying to get the 1060 to give you 100+fps on a 2k 144Hz monitor would be too much for that GPU. Though that might not be entirely accurate depending on the games you play.
