Do you have a budget?

First of all, your list shows 16gb of ram, yet only 8gb is useable.
Try to figure that out.
Run memtest86 or memtest86+
They boot from a usb stick and do not use windows.
You can download them here:
If you can run a full pass with NO errors, your ram should be ok.

Running several more passes will sometimes uncover an issue, but it takes more time.
Probably not worth it unless you really suspect a ram issue.

Are you upgrading just for yuks or are you trying to fix something?

Free stuff.
Get the proper bios and mobo drivers.
Don't run unneeded background stuff.

Run this and post a LINK to the results page.

No not trying fix anything. My pc is going on 5 years now and was just looking to see what I could do to get a little performance boost. I use it mostly for video editing and some moderate gaming.

For gaming, are you cpu limited, or graphics limited?
Try this simple test:
Run YOUR games, but lower your resolution and eye candy.
This makes the graphics card loaf a bit.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

What is the make/model of your psu?
A graphics card upgrade may well depend on the power of the psu.
Here is a handy chart:
http://www.realhardtechx.com/index_archivos/Page362.htm

If you need a cpu upgrade, here is what is possible for your motherboard:
https://www.msi.com/Motherboard/B350-PC-MATE/support#cpu
Games depend much on the single thread performance.

Your R7-1700 has 16 threads and a passmark rating of 14633.
That is when all 16 threads are 100% busy Many threads is useful for multithreaded apps such as editing. The single thread rating is 1986 which is what games need most.

One supported cpu upgrade is the R9-3900XT with 24 threads and a rating of 32868/2786:
https://www.cpubenchmark.net/cpu.php?cpu=AMD+Ryzen+9+3900XT&id=3778
Not a likely upgrade because of the price, but you get the idea.
Check out other upgrades for your motherboard.
If you can upgrade the motherboard, I would opt for Intel 12th gen.
Perhaps something like a $180 I5-12400 with 12 threads and a rating of 20060/3572
You could reuse your DDR4 ram.
A B660 motherboard might be $150.

Solution
Hey thanks for the suggestions! Well as far a budget is concerned I was mostly just trying to get a price read for literally ANY upgrades I could do with my machine to spuce it up a little. Like I said, my build is getting close to 6 years old now and thought maybe there might've been some price drops is SOMETHING you know. But I guess if there was a cap I don't think I'd want to go over around $250 maaaaaaaybe 300. When I say "budget" upgrade path, boy howdy do I mean BUDGET lol. That Ram thing is for sure something interesting to drill down on though.

Yes my C: is on a SSD.

The higher my resolution on say Apex, from my screens native 4k to 1080 sees a jump in fps from ~50 to peak ~145 respectively so it would seem as though my CPU is strong enough to drive a better graphics configuration as you say.

PSU is the EVGA-650 80+ (Gold Certified) whatever that means Semi-Mudular ATX Power Supply

That last suggestion might actually be something to consider. So that would basically mean going from AMD to an Intel architecture right? and going from a 16 thread CPU to a 12 thread, BUT you're saying that the I5-12400 would give me better performance all around to include video editing? I suppose I should say that video editing is primarily what I use my PC for. I shoot wedding films where I sometimes use 4k video so that part is kind of important to me.
