Upgrade path for Windows 2000 Server

I have a client using Windows 98 as their server. They
want to upgrade to a true server platform. What I need to
know is if Windows 2000 Server will upgrade from Windows
98 or if I will need to install Windows 2000 clean and
then reinstall all of their applications and restore
their data.
