I currently have an i5 4460 with a GTX 1070. I currently have a H81 motherboard(supports LGA1150). Will it be more economical to simply upgrade to an i7 4790 or get a whole new motherboard, cpu(coffee lake) and ram? I want to be able to run latest games at ultra 1080p 60fps, which my current setup is struggling to do with latest titles.

Yeah, alot of the newest games are optimized for more than 4 threads. IPC hasn't improved much since 2013 so i'd probably just get the 4790 if you can find one for a good price. Getting all new mobo, cpu, ram is gonna cost you close to $700.

Is your i5 6600k stock faster than an i7 4790?

No, my i5 has been pretty snappy in most games, but the 4 thread max can cause some stuttering. I've looked hard at upgrading to an i7 myself. Again though it's all about how much money you want to put into it. If you already have 16GB of ram on your current platform and can get the i7 4790 for around $300, thats the route i'd go.
