Right now I have
I3 2100
Gtx 960 2gb
Ddr3 6gb 1333hz
I want to upgrade my system I want to focus on CPU because I feel like I don't get the best performance out my GPU. My budget 150ish I want to make the best out my GPU and also have a capability to upgrade my GPU as well.

Edit: I want to play rust and fornite.

Definitely agree with this. But will say this, with a 150 budget, there wont be a while lot you can do. An i5 or i7 of that generation still goes for a rather high price on the used market. More than likely 75 or more. Grabbing more ram would help, but buy it in a kit. 16gb is good, but I'm not sure of pricing on ddr3. If you can score a used i7 and 16gb of ram for your budget, it will help. But at the same time you'll probably need to factor in a cooler also.

How about 200 dollar us??
So before I look at Ryzen 3 2200g with 8gb ddr4 2400hz and I think that will be a good upgrad but then after reading for awhile upgrading to 16 GB it's crucial now a days.then I found 16 GB 2666hz for 58 dollar so what should I do?

You can get a Xeon 1270v2 for $85 and 16Gb 1866MHz DDR3 for $50 or less.

Essentially the same thing as i7-3770, which beats the R3 2200G across the board.

Bad part about upgrading platforms is that there's more than just cpu. Include motherboard and ram in that deal, so you'd be looking at :
PCPartPicker Part List

CPU: AMD Ryzen 3 2200G 3.5 GHz Quad-Core Processor ($77.98 @ Amazon)
Motherboard: ASRock B450M-HDV R4.0 Micro ATX AM4 Motherboard ($49.99 @ Newegg)
Memory: Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-2666 Memory ($51.99 @ Newegg)
Total: $179.96
Prices include shipping, taxes, and discounts when available

As the absolute cheapest upgrade, and nothing there really worth buying to begin with. It's the lowest of the low. The only reason that mobo is as cheap as it is, it's on uber sale, or it'd be more than the A320 mobo's which start at $2 more.

So if I upgrade to i7 3770(used) will be better then Ryzen 3 2200g with the same cost will be better ? And with cheaper part for i7 3770 I can also fit cooler on my budget

There's an argument both ways.

Stick with old: cheaper overall, similar/better performance, no need to go crazy with extras like complete windows reinstall/activation etc. But you'll be as good as you can get, no more upgrade.

Buy new: unless willing to throw in more to the budget, it's going to get you the cheapest, lowest grade, can't really do much platform that's slightly worse than sticking with old upgrade. But, there's a possibility of upgrade, you could in the future put a better cpu in there, sell old one (maybe) and get a considerable boost to fps. But that requires spending more, where the cpu alone cost more than the entire platform is now.

Me? I'd not buy such low quality stuff, it'd all get replaced with decent stuff, so I'd have wasted money I don't have. It's a choice. Simple upgrade, good enough to get by while I save up for a real pc, or spend a little more (for less) but have the opportunity to get better later.

You have an H61 motherboard, so you are going to be limited to the maximum CPU supported ram speed. The 3770 has a max memory speed of 1600, so don't buy faster than DDR3 1600Mhz unless you upgrade to a motherboard that supports memory overclocking like a Z77. Make sure the kit has an XMP or PNP setting for 1600Mhz or you may be stuck at 1066/1333Mhz.

I think I will buy :
I7 3770 (with this CPU 11/12 with i5 7500 that I want to buy and plus I don't need to buy mothetboard I think.but I don't get better speed max 1600mhz
16gb ram 1600mhz
Rx Vega 56
Now the grafic card it's used and ex mining I can get it for cheap around 150 dollar us is it worth to buy ex mining ? And the seller said it never been overclock
