Question Upgrade?

My friend has 500w PSU That is 80+ White and his GTX 1650 Super Is on its last legs. So I am planning on getting him a new GPU but I need to know how far he can get with 500W for A GPU and CPU? Of Course I am only getting him a GPU for his Birthday but He might want to Upgrade His CPU Down the Line. Answer My Questions:

How far can he get with 500W? (GPU and CPU)

Recommended GPU?

Intel Core i5-9400
GTX 1650 Super (Needs Replacing)
16 GB DDR4 Ram at 3200Mhz
PSU: EVGA 500W 80+ White
Mobo: Gigabyte B365M DS3H
1TB Hdd
256 GB SSD M.2 NvMe

Budget Is not really a problem but I do not want to spend over 600 Bucks
