Upgraded, but didn't help - HELP

Hey forum,

For some days ago, i rebuilded my whole computer, and upgraded some parts. I upgraded mostly because i lagged in csgo with a high FPS, but it didn't help.

Im new looking for more help, about my setup, setting etc... Im lagging with a fps over 200 constantly, and i don't know how that is possible.

Im running

Idle temp - CPU 28-30 celcius
Idle temp - GPU 38-40 celcius

While im gaming csgo -
CSGO temp - CPU 30-35
CSGO temp - GPU still like 40

Im playing with 1024x768 (personal pref) and all low. My FPS does not come near 180 and im almost lagging all the time, when my FPS hits the 400-500 on sertain maps i can't feel anything, but my fps is rarely that high. The normal FPS i have is 250-300 and thats where i can feel some small "lags" or "stutters" - it's a bit hard to describe.

I played on my friends PC's, and the only different is the GPU, he doesn't feel anything. I played with a geforce 660 back in the days, and i got the same problem that time. Didn't help to upgrade - So im looking for some serious help... Help me out

If anybody finds whats needed, i'll send him 5$ i swear... I played with thoose lags for ages now.

I5 4670k - CPU
16gb ddr3 2400mhz - RAM
SSD 128gb - SSD
asus z87-k - Motherboard
Radeon r9 290 - GPU
corsair 850W rm - PSU
Noctua dh-15 cpu cooler

I'm betting it's your internet connection and not your hardware. Any FPS over 120 you'd never notice because your monitor can't refresh that fast. When you played on your friend's machine, were you on their connection? Try taking your machine over there and trying it.

I've been to a lot of "PC party's" where we sat on the same connection, also he had his PC to my connection, still no problem....

Im getting sick of this problem
