Upgraded CPU, Now I can't Install AMD drivers or Detect GPU

My Specs:
-Intel 3220 -> 3570k
-Asrock B75 pro3M (BIOS v1.5)
-XFX 7870 DD
-Windows 7 64bit

Everything was working fine before I upgraded my CPU. I was at driver version 13.4.
After I upgraded my CPU, I'm unable to get any video output out of the GPU ports, so now I'm connected via HDMI on the back of my motherboard, which is working fine.

I've tried uninstalling, and then installing 13.9, but when I try to install drivers I get a nondescript error that says,

"Application Install: install package failure"

The log of installation has only a version # in addition to this. When trying to uninstall drivers, none can be found.

I've also tried reinstalling 13.4, It seems to install catalyst install manager fine, then stops installation and gives the prompt,

"installation complete (warnings occurred during installation). View log for details"

All this error report says is "Success", however nothing seems to have installed, and a windows prompt warns me that the program hasn't installed correctly, and asks me to try again, which repeats this cycle.

I've also reinstalled Windows 7 to no effect. I did transfer a few drivers between installs with double driver for convenience, but I don't believe any of the ones I transferred are causing the issue. Also, the mobo UEFI 'system browser' does not show anything connected to the PCIe slot (I don't remember if I needed drivers installed for the GPU to 'appear' previously or not)

Any Ideas?

EDIT: Tried using DVI to connect, that allowed me to install drivers, now I'm back on HDMI and everything seems to be normal again

Might pull the GPU, reset CMOS, go into the BIOS and set the primary video to PCI-E and then boot

Let me make sure I'm getting this right, after removing the GPU, and resetting CMOS, should I reinstall the GPU then, set primary video BIOS settings, and boot?

EDIT: I tried the XFX install CD too, the issue seems to be in failing to detect the GPU. The GPU fans do spin up when I start the computer

Yes, that was what I meant - do you have the PCI-E power connectors firmly inserted in the GPU

I fixed it, connecting to the display via DVI rather than HDMI allowed the GPU to be detected

I'm having a similar issue, except what I upgraded was my motherboard. Same problem, can't detect GPU via HDMI but can get a display via motherboard HDMI port, same install fail for CCC. After your GPU was detected with DVI did it then start working with HDMI? Did you ever get CCC installed?
