Upgraded CPU to i7-4790k = No boot

I have been reading through all the posts and advice on these forums.

Computer: Lenovo TS140
Old CPU: i3-4130
New CPU: i7-4790k LGA1150

Through troubleshooting suggestions I unplugged everything possible, removed all but one memory stick. I also updated the bios to what I believe is the latest version (FBKTCWAUS 2/6/18).

If I put the old CPU back in it boots fine. New CPU seated in the proper direction (arrows matching) and I get nothing except for fans spinning. No startup beeps at all. If I try to boot with no CPU I also get nothing except fans spinning.

I also tried removing the battery for several minutes. Any ideas?

Solution
that's a refresh CPU so you would need a BIOS update for it to work. your problem is its a brand name CPU so they are not upgrade friendly when it comes to newer CPU's like this
I do not think your new CPU is compatible with the motherboard that your computer is using

It should, but it might not. Haswell R is the same cpu socket, but the bios has to explicitly been changed to support the new(er) chips. It's the central question you're dealing with.
