Question upgraded from 1080 evega FE to 7800xt gigabyte- lower fps

my specs
cpu ryzen 5 7600x
ram 16x2 6000mhz 30 mcl
gpu gigabyte 7800 xt oc
psu corsair rm850x
mb asrock b650m pro rs
2tb ssd
monitor 1440p 280hz
with 1080 i had 240 fps early game 180 fights
now with 7800 xt when i go watch a game it shitters betwenn 120- 180 fights(180-200 early game)
something is wrong, cpu usage abaut 60% gpu usage abaut 50%
i even reinstaled pc but the frams stay same
7800 xt in benchmarks show flavless resoults

DOTA 2 is well known to be a CPU intensive game, and the fact that your GPU is stuck at 50% utilization suggests that your CPU is having a hard time keeping up with the GPU.

However, I don't know why you have a lower frame rate than you had with the 1080. It should be at least the same. You said you did a fresh install of Windows? Did you install the latest Radeon and AMD chipset drivers?
