Upgraded GPU and CPU and no performance noticed

I have upgraded from a 1060 to a 1080ti and seen no performance improvements. I installed the correct drivers from Nvidia website .

Depends on the games you are playing and resolution. What are you trying to do with the card? If you're playing CSGO on a 1080p 60Hz display you would notice not much improvement and you won't even use half the card's power. I'd run a benchmark such Time Spy or one at Userbenchmark and post the results here.

It's always a good idea to clean out your old drivers before upgrading cards. Boot into safe mode with Display Driver Uninstaller, clear out all GPU drivers, boot into normal Windows, and then installing the newest display driver from NVIDIA or AMD. Only install the driver and PhysX and leave everything else out especially GeForce Experience.
 
An 1800x is a fairly superficial upgrade for straight gaming.

Nothing out there uses that many cores/ threads .

Bf1 is the most multithreaded title out there & that gains less than 10% even with 2 extra cores & a 400mhz clock boost.

What cooler are you using ??

Bump your settings higher. You are getting cpu bottleneck on low settings. In fortnite with a 1080ti at 1080p you should be on ultra settings, not low. That gpu has more than enough power for 140fps+ at 1080p ultra, but you are demanding far too much from the cpu at low settings and it's going to give you the middle finger. At 1080p, the harder the gpu has to work, the less the cpu has to work, the higher the fps.
