Question Upgraded GPU + RAM, MOBO now shows red lights on CPU & DRAM. Stuck in restart cycle

Last week I purchased an RTX 4060ti 16GB and 64GB DDR4 RAM, installed the new parts, switched on the power and I'm greeted by red lights on the MOBO for CPU and DRAM. I tried the old RAM that was working 5 minutes before, still red lights. I thought maybe I damaged the MOBO during the install, so I bought a replacement of the exact MOBO. I replaced the MOBO in the case, hooked it all back up and put everything in it's place and red lights again. I have never had this issue before and it's quite frustrating.

I've tried everything I could think of: reseating the RAM, cleared CMOS jumper, letting it run itself for an indefinite amount of time in its loop of restarting every 8 seconds, and on and on. Nothing has fixed it. My PSU is 600w plus 80, so I don't think that's the issue. It wouldn't be the GPU, because otherwise it would show up as a red light too, right?

Please help :[

Specs:
MOBO - ASRock x570 phantom gaming 4.
CPU - Ryzen 5600x.
PSU - Corsair VS Series 600w plus 80.
RAM that I'm trying to upgrade to - G.SKILL Ripjaws V Series 64GB (2 x 32GB) 288-Pin PC RAM DDR4 3200

So, first things first. Your PSU is not suitable for a gaming rig. Simples. No one here will recommend it. I'd start with swapping that out asap. For peace of mind.

Are you setting A-XMP or DOCP for the memory? You can try to also do it manually, by setting the voltage and primary timings yourself.

Double check the CPU, make sure there are no bent pins. That could be the issue also.

I've used this PSU since 2019 with no issues whatsoever. Gaming, 3D rendering, never an issue. This issue only started when I tried to put new components into it. Tried the old GPU and RAM sticks, still the same issue.

I'm ignorant about that. How do I go about that?

I don't think it's the CPU, because it was working fine right up to putting the new parts in then turning it back on.

That's all very well and good (so far). It's not a good PSU, it's more for an office machine than anything like a gaming rig. The problem being, that the PSU uses cheap components to stay at a budget level in terms of cost. If the PSU is not providing enough power for whatever reason, it's likely the system will not be usable. It could potentially take out a piece of hardware. Your PSU is out of warranty (only 3 years - very low). You need to get a new one.

Setting the ram voltage and timings, are done through the bios.

You set A-XMP/XMP/DOCP (which are all the same terms really) in the bios too. It's like an auto overclock feature for your ram.

This might help you. Try it out, and see if it works.

Also, what bios are you running? You can check this with CPU-z on the motherboard tab. You should be running L5.01 or 4.50, as it bring support for 40xx Nvidia cards.
A BIos update can also solve memory issues, in terms of compatibility, so good to keep it updated.

I am unable to access BIOs as it is stuck in an infinite boot loop :[

Ouch. Okay, then it's possible the mobo or CPU are damaged.

You can try a bios flashback which you don't need to boot, but only for the mobo to get power: https://www.asrock.com/support/QA/FlashbackSOP.pdf

Try this, and hopefully you can get it to boot. Then we can work from there.

Thank you for your help. I don't have the means to do that as of right now, so I am buying a replacement CPU to see if that works.

Jeez, I don't know what to say. Having replaced everything, there is still something not right. What power source do you use. House, Apartment?
