Question Games run smooth but multi tasking slows down drastically

Hello everyone!

I recently built a new PC and everything seems to run great even when playing video games, except multi-tasking drops drastically when gaming.

I was playing borderlands 3 and for some reason I was streaming on discord for my friend and they said "it looks like a powerpoint" but on my end everything is running great, no lags, no drops in FPS and was steady around High graphics. Even dropping the settings didnt change anything.

In another instance, when playing borderlands 3 and NOT streaming, google slows down drastically too and im unsure why. It feels as thought Im typing at 1 wpm because of some weird delay.

Some solutions Ive tried:
Ive turned off hardware accelaration on Google, Discord, and my PC.
Ive reinstalled GPU drivers (without using DDU though)
Ive installed CPU drivers from AMD
Updated Bios
Used NVIDIA profile inspector to turn single performance to multi display performance

Other than those im stumped and hopefully someone here can shed some light on this matter on possible solutions, thank you for reading :)
