I upgraded from amd to the msi gaming 7 z97 board and 4790k

I have 650w PSU
4x 8gb rip jaws ram
2tb hdd
120gb ssd
H55 water cooling AIO kit
Gtx 970

I've checked the wiring multiple times.
There is enough power because same components from previous build, was using fx8350.

When I turn it on it lights up and fans spin for a fraction of a second then it fails.

Solution
It sounds like you may need to update the BIOS to support Haswell Refresh CPU. The system won't POST if the BIOS version doesn't support it. However, in order to update the BIOS you'll need to temporarily install a CPU that's compatible with the existing BIOS version.
