I am looking to upgrade my CPU and gpu would like others input.

What I currently have:
Harddrive:1Tb Toshiba 6gbs
mother Board:AMD FX:4130 quad core 3.8-4.0
Graphics:GTX 750ti
PSU:500watt

I want to move from navidia to AMD graphics card because I want a free sync monitor I was thinking about the Rx 460 or Rx 470 any insight would be helpful.

Other upgrades:
Hard drive:Firecuda 1Tb

I have to disagree with KwebbleKop, not sure where they're getting that bit of info. Intel doesn't charge a premium of 'like $200 on top of the cpu price', an i5 6600k which is the top of the line current i5 only costs $240. Are they suggesting that the i5 6600k should be $40? That's ridiculous. Only recently has the fx 8350 dropped in price to $150 from the standard $160-$180 it usually sells for. Most likely because zen is around the corner and they can't rid of them fast enough.

Cpu's are priced accordingly and in many games an i3 6100 at $115 can give a $150 fx 8350 a run for its money either tying it or exceeding its performance. So no, there's no 'intel premium'. If they cost a premium it's because the performance is higher and...
You could really use a faster CPU regardless. The only AM3+ CPU to upgrade to would be the FX-8350. But even then it's an outdated CPU that is falling behind.

A new Intel setup would be best. But not everyone can afford a whole new setup. If it were me I'd look in to selling everything I could to get an Intel CPU/motherboard, 4th-gen Haswell or 6th-gen Skylake. Then get an RX 470 if you want to use Freesync.

MrN1ce9uy has a point, but I disagree on buying an intel cpu. I would wait until the new Zen generation AMD cpu's come out, only because the fx series is almost outdated, and doesn't supply good single threading performance needed for most games. As the graphics card is vital to a gaming rig, I would first determine what games you're looking to play, and what the recommended specs are (only if you're really on a budget). Otherwise, go for the rx470, and use what you have left to buy an AMD cpu.

Note: Intel has better overall single threaded performance, but you're looking to pay an "intel premium" thats like $200 on top of the cpu price. AMD is much cheaper.

Hope this helps!

If they cost a premium it's because the performance is higher and performance costs money like anything else. Waiting for zen is an option though that might be a few months out yet. If zen is able to match intel's performance I wouldn't have my heart set on i5/i7 performance for $150. They will be priced similarly as they are now, with an fx 8350 delivering performance somewhere between an i3 and i5 its price falls right in between an i3 and i5.

If the comment about the premium on top of the cpu price meant it would require a new motherboard or ddr4 ram, that's right. So will zen since it runs on an am4+ and uses ddr4 ram as well. Either upgrade path is going to mean a new motherboard and ram to accommodate a new cpu. For the slight nudge in performance of an 8350 over the fx 4xxx I wouldn't spend $150 on that. That's if the current motherboard you're using has solid enough vrm to run an 8350, if not you may end up looking at a new motherboard on the same platform which would really be a poor investment.

Thanks guys I really love the help. I just built this last year believe it or not and it was really inexpensive. So I have no problem upgrade. But yet I am doing it on a budget. So ANY insight as to what is budget friendly that can drasticly make my rig better (which by how it's sounding anything will) would be helpful.
