You couldn't upgrade to much more because of that motherboard socket and RAM. I would go with buying new RAM (2 x 4 GB here: http://www.newegg.com/Product/Product.aspx?Item=N82E16820231445) first, then we could talk about upgrading other parts. Also, get 64 bit OS to take advantage of that RAM.

Yes, if you upgrade your OS to 64-bit.

Good, now that that is over with, you can try to upgrade the CPU and the motherboard. For a good cheap upgrade, the Pentium G3258 http://www.newegg.com/global/uk/Product/Product.aspx?Item=N82E16819117374 with an H97 motherboard http://www.newegg.com/global/uk/Product/Product.aspx?Item=N82E16813157526&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=. Maybe a new PSU as well: http://www.newegg.com/Product/Product.aspx?Item=N82E16817207013&cm_re=XFX_550-_-17-207-013-_-Product

For the GPU, a GTX 750 http://www.walmart.com/ip/36009453?wmlspartner=wlpa&adid=22222222227024377809&wl0=&wl1=g&wl2=c&wl3=41307518581&wl4=&wl5=pla&wl6=70633032061&veh=sem

The RAM will not fit in the motherboard. It uses DDR, not DDR3 dimms. Intel did not make a 64-bit consumer level processor until either the Core duo or core2duo, in about 2007 or 2008, 64-bit win 7 is not compatible with the 2003 Pentium 4.

A complete new system is the best way to upgrade your antique.

That is why he has to upgrade to the Pentium G3258 and H97 board.

I am slowly suggesting upgrades to get his PC out of the stone age.

This, arsalan fakhar says he has ordered the RAM but it won't fit his machine when it arrives

You can't upgrade that out of the stone age unless you replace:
RAM
motherboard
CPU
GPU
PSU
Probably the case

Hey look...you just made a whole new PC.

Yes, but he could use that RAM for when he does upgrade. I am suggesting upgrades right now to him. For a new build:

PCPartPicker part list / Price breakdown by merchant

Motherboard: ASRock Z97 PRO3 ATX LGA1150 Motherboard ($99.99 @ Newegg)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($54.99 @ NCIX US)
Video Card: Gigabyte GeForce GTX 750 1GB Video Card ($119.99 @ Amazon)
Case: Cooler Master HAF 912 ATX Mid Tower Case ($54.99 @ Newegg)

The last build seems good enough for your needs. Get rid of the 500w psu and get a corsair cx430 (or the M if you'd like). It's like $30 cheaper and is prob closer to the power he needs. 520 is only something that he would need if his computer was running some higher end hardware.
