I'm new at all of this computer things so please help me.
I have Intel i3 8100 and Intel UHD 630, and I want to get a better performance in low price, what should I buy cpu or gpu?
And if I'm buying one of them do I need to buy other spacial things?

BTW I have a prebuilt PC, I hope it doesn't matter

Plenty of space there.
PSU is not very good, but for low power graphics card it should be enough.

Look for GTX 1650 Super.

Also it would be highly recommended to install 2 system fans - one intake fan at front and one exhaust fan at rear position.
Wait now I searched for gtx 1650 an there was a msi Asus and other companies, what should I buy? And it's also very expensive, there is something cheaper?

I saw it's a very good one in sale, but it's compatible with my PC? I also saw it's a power hungry, if you can answer fast I will be happy
