Question Upgrading for better performance

I'm new at all of this computer things so please help me.
I have Intel i3 8100 and Intel UHD 630, and I want to get a better performance in low price, what should I buy cpu or gpu?
And if I'm buying one of them do I need to buy other spacial things?

PSU is not very good, but for low power graphics card it should be enough.

Also it would be highly recommended to install 2 system fans - one intake fan at front and one exhaust fan at rear position.

Wait now I searched for gtx 1650 an there was a msi Asus and other companies, what should I buy? And it's also very expensive, there is something cheaper?

Not really... Even $150 is too much for me I said it's the maximum because maybe I could get there, so I will need to get more money

2 fans are better than 1. It will be quieter in operation and will have better cooling.
Also - fans wear out and fail in time. With 2 fans your graphics card will still be functional even, if 1 fan has failed.

What you've seen is invalid. Almost all the motherboards come with atleast a single PCI-E x16 slot. So any GPU you buy would still work as expected. So you're good to go.

If you've got no PCI cable, then you better off go with a GPU that doesn't need it.

Something like this which doesn't need PCI cable to power the GPU would still work. But you gotta find it in your place for the right price.
