Question Upgrading from Athlon II X4 640 for the old man

My dad is an artist and amateur photographer, but his PC is 7 years old and it's running only on an Athlon II X4 640 with a 600W power supply because he didn't (and still doesn't) know a thing about computers and doesn't want to spend money on it.

I have a spare Gigabyte A320M-H motherboard and would like to know what kind of super budget build I can make for him that would still be a noticeable upgrade especially when handling big photo files.
I can get some super cheap used graphics cards that are only good for posting but I am open to all options.

Forget the GPU just get a Ryzen with IGP, a good amount of memory and a half-way decent ssd:

Ryzen 3 2200G $100 or bump up to the 3400G for $155 (you might have to get the AMD cpu loaner kit to get the BIOS updated to support it)

almost forgot the PSU, don't use whatever old crud you have in that X4 build :) this should enable his photo addiction without killing the wallet

About the 3400G, you need BIOS version F40 to support it so depending on how old it is you might have to get the AMD cpu loaner kit to get it upgraded to at least that version - would be well worth it IMO
