Im not really a gamer just an everyday user for work (real estate so just mainly looking at MLS) and I also run plex from my pc and shared with about 10 users.

Current Setup:
CPU: R3 1200
Mobo: B350 Tomahawk
Mem: Geil Evo Potenza 16gb (2x8gb) DDR4-3000 CL16 (might need to upgrade as well)
PSU: EVGA G3 550 80+ Gold Certified
Cooler: Vetro V5
GPU: RX560 (which im replacing)

Purchased already
3800xt for $250
I bought two GPUs I was going to sell one, more than likely the 1660.
Gigabyte GTX 1660 6gb - $310
Gigabyte GTX 1070 8gb - $330

I was looking at getting the i5-11600k from Microcenter at the $219 price and sell the 3800xt for around what I paid for it.
I feel like with with the 3800xt (I updated my bios on the b350 to run the 3800xt but Im having some restart issues randomly) I will need to upgrade to another mobo maybe a B550 Aorus Elite? With having Plex I know quicksync works well but with the GPU's I now have those should take care of the transcoding for me with no issues. Anyone have any pros and cons of doing this? The only thing I think with the Intel is once the 12th gens come out the LGA1200 board will no longer work with them? So Id have to keep the 11th gen till i feel like upgrading again.

Im a bit lost with this, Do you have an intel mobo already ?, cause if you don't then the "$219 i5-11600K" will get more expensive when adding a new mobo too.

So if you don't have an intel compatible mobo, then I would get a decent B550 mobo ( I would take the Asus TUF or MSI Mortar vs the Aorus Elite everytime, but hey thats me), and keep the 3800XT.

The restart issues could be due to thermals (and/or power delivery), the Vetro V5 is not a great choice for a R7 3800XT, I would really check temps while on load and then get something beefier, either a bigger tower (lots of decent brands and models out there) or a 240mm or 280mm AIO.

As for the GPUs, Is any of them brand new?, if one of them is, then I will keep that one because of the warranty. Then again if money is not problem keep whichever you think it will perform better.

Then again this is my personal opinion, just some suggestions or personal points of view.

Thank you for the comments. I do not have an intel mobo, id have to sell the 3800xt which I dont mind doing if I went with Intel. And the GPU's are used off ebay so I dont have any warranty with them I guess I can check to see if there is way to check for how long they have been used if thats possible.

Of the two that you mentioned, the Intel is faster, and would ordinarily be my choice if starting from scratch, but, either CPU can certainly provide at least satisfactory frame rates so much so that a GTX1070 would be fully 'saturated', meaning that faster CPUs generally provide almost no additional gains in average FPS...

So in the long run go with Intel? Ill have no problem selling my 3800xt. I should be able to get at least what I paid for it at the $250
