I have around $100 to upgrade gaming pc that is obsolete. I am getting a GTX 1050 ti but i understand it will bottleneck. I was wondering how bad it would bottleneck because I will have to wait to save up over time. I already have the GTX as a gift from a family member but I have not yet installed in into my pc. Here are my specs:

Processor - AMD Athlon 7750 Dual Core 2.7 Ghz

I do like the 1200, but now that b360 boards are available I would recommend the 8100 over the 1200. The 8100 has a decent edge in single threaded performance. Since they both have 4 cores/4 threads, the 1200 only has unlocked multiplier to offer. Even overclocked , it wont match the single threaded performance as the 8100.
You are going to need more than $100 to make an upgrade. You need a new CPU as the 7750 is 10 years old. A new platform upgrade will not be cheap.

I would save your money and get this. It is about as cheap as you can go.

Bottlenecking is a term that is overused, and usually mistakenly.

Always keep in mind the following: a more powerful part will NEVER perform worse than a less powerful part because some other component bottlenecking it.

In your case: it is IMPOSSIBLE that the 1050Ti will perform less than the GT730 because of other components being slow.

All a bottleneck really means is the weakest link in the system. Every rig, no matter how great it is, has a bottleneck. Your CPU will not allow you to use the 1050ti to its full potential, but it will still blow the doors off of your 730.

Your RAM would also hold you back some, 4gb is the minimum. But don't put any money into your current platform. It is too old to try and upgrade.

For now, I would load up the 1050ti and see how it does.
