Hello there,
It's been 3 years since i built my first pc. And since i recently got a part time job i was pretty unsure what to do with the money. I have decided to upgrade some of the components in the pc but these 3 years ive just been gaming and other stuff and i haven't really payed attention to the world of pc components anymore. So im going to list my specs and such and i would like you guys to help me by telling me your opinion on what i should replace and what i could keep. My budget is 750 dollars. And please take in note that i might not be able to change major things like the motherboard and such.
My specs are:

Im going to note that i also have some cheap chinese gaming keyboard and mouse.

Hm.... other than a desire to upgrade, is there a need for the upgrade? I.e., what doesn't the PC do well at the moment?

Depending on willingness a CPU, motherboard and RAM change needn't be as expensive as you may imagine. For example:
PCPartPicker Part List

CPU: AMD Ryzen 5 3600 3.6 GHz 6-Core Processor ($199.00 @ B&H)
Motherboard: MSI MPG X570 GAMING PLUS ATX AM4 Motherboard ($169.99 @ B&H)
Memory: G.Skill Trident Z 16 GB (2 x 8 GB) DDR4-3200 Memory ($89.99 @ Newegg)
Total: $458.98
Prices include shipping, taxes, and discounts when available

But depending on current performance, you could perhaps upgrade to an i7 on the same socket, eg. i7-4770k. Though it may not be worthwhile if it still retails for MSRP.

You could upgrade the graphics card but the RX 480 is solid enough for 1080p gaming, though perhaps will see limitations with newer AAA titles. And of course it will depend on the resolution and refresh rate of your monitor.
