Question Upgrading my PC (need advice)

I am having trouble running MW and a few other games that can't run the best. I get a lot of stuttering in warzone and other games I have to run lower settings to get decent FPS. Even though they should run decent, they don't. My PC is old and I am having trouble deciding if it needs to be upgraded. I am on a tight budget of $350 and can either get an RX 5600 XT or upgrade my CPU, motherboard, and RAM to a Ryzen 5 3600, an MSI B450M PRO, and some G.SKILL Ripjaws V 2x8gb. What should I do?

i5 4590
MSI GTX 970
MSI H81m-e34
HyperX Fury DDR3 1866mhz

I think you would be better off getting the upgrades to the motherboard, CPU and RAM. This is likely what's causing stuttering as that GPU should be able to handle those games at appropriate settings, though I'm sure you will be changing that when you can, too.

That's what I was thinking. I just wanted confirmation from someone because I think its time for an upgrade. I can deal with the 970 still.

I have been in the IT field for 20 years now and can say that the first step you should take is run Open Hardware Monitor while running MW and see what the max's are after playing for a little bit. See what gets maxed out. Perhaps it's your CPU. RAM. GPU. This is going to tell you what is struggling the most.

The other thing to consider here is what resolution are you playing at? I can say for sure the 970 will stroke out if you are attempting to run 4k.

Not to be negative, but, did you double check the compatibility of that RAM with that board? From the spec sheet at https://www.msi.com/Motherboard/B450M-PRO-M2/Specification which is for that board, it does not support 3600 RAM. It only supports 3466 and that's with the board overclocked. I'm not saying the RAM will not work at all, but I am not sure of the ramifications of using RAM that has too high of a speed for the board.
