The USFF has no upgrade path for a video card due to no PCIe slots. Q9650 would be the maximum CPU. Officially 4GB DDR3 10666 low densityRAM in 2 slots but they almost always support 8GB due to larger modules becoming available later on. It's pretty much hopeless as a gaming machine.

According to this:

you are already maxed out on ram, and there is no support on the MB (or a big enough PSU) for a dedicated GPU. About the only thing you could do is to add an SSD.. Really not worth the cost or effort.

As stated above you’re better of starting new. Country and budget would help anyone giving advice

Just for fun you could tape mod the E7500 to 3.6GHz. The 2nd photo is the mod.

An SSD could move forward to your next computer. My Optiplex 380 has the same RAM spec. as that and it's running 2x4GB DDR3 1066. But with just the onboard GPU it's pretty bad alright.
