Upgrading Old Rig Need Help!

Phenom II x6 1090T @ 3.2Ghz
16gig DDR3 2133
2T HDD
NVidia 550Ti
850Watt PSU
win10 Fresh Install

Ever since the fresh install, I keep getting hangups/Freeze Frames, even when I'm not in a game it will freeze for 1-3seconds and wont even pick up key strokes if I'm typing.
Nothing is Over Clocked outside of the RAM, I was leaning more towards the Video card Vs the Processor but I know both are Outdated.

I know the FX processors will run the 9/10 series in a 2.0 x16 Slow; But will my trusty old reliable x6 Phenom run these cards without a complete and utter bogdown of my system?

I know I have multiple options for upgrading:

1) Upgrade to 7series and SSD or
2) Upgrade to FX processor and Upgrade GPU or
3) Build Entirely New Computer Around Future tech.
4) Cry because AMD Vega Hasn't Released yet.

But what I want to know is maybe some feedback towards which would be better idea for now as like I said I really want to keep it simple and I don't want to have to drop a large amount of money as I'm only playing 2games atm, Counter-Strike: Global Offensive & World of Warcraft: The Burning Legion

And links to external sights or any feedback at is deeply appreciated I haven't been able to game in a few weeks and starting to go crazy.

First, there is no point in upgrading to an FX, as they are only about 10% faster, assuming you upgraded to an FX 6350. The 8 core FX models aren't worth it yet for gaming. An SSD is defintely worth upgrading to, and I suspect the reason for your freezing could be a dodgy HDD, since the OS can freeze if the drive it's stored on takes a while to read from. I'd recommend upgrading to a KC300 for 60-128GB or if you have more to spend I'd suggest a Samsung Evo 850. If you need more then 250GB you should use your old HDD for storage or get a new one if the SSD does solve your freezing problem, since it may be failing.

I've spent all Day trying to install a SSD and fresh Install of Windows 10, I Partition my drives fully install and then it fully installs restarts and When it hits the "Loading Operating System..." page it says "A Disc read error occurred. I HAVE TROUBLESHOT FOR HOURS and my eyes feel like they are bleeding. I have played with my Sata Controllers, between both IDE Native and AHCI Nether offer me a Clean Install and Bootup. I have left my Sata Controllers alone after the tweaking didn't even set them back to old setting and just plugging in old HDD and boots up just fine. Plz Help..
