Hey guys ,so my PC now has a poor CPU and i wanted to upgrade it but im on very toght budget
CPU:AMD A8-7600
GPU: GTX 1050ti
Ram:8GB and around 7 useable
I got a offer for i7 4770k+Z87M mobo for around 180$ and i think i can go for that and later upgrade my ram or get an SSD,and maybe get a decent cooler for CPU overclock .What do you think?

Solution
I think you have a good plan.
Your cpu capability will be much greater.

With a $35 cooler, you can overclock and get some 25% more single core speeds.

A ssd is a wonderful performance upgrade.
Buy a quality Samsung evo in the 240gb or larger size.
120gb is too small for a C drive.

Adding ram is dicey. Ram is supported only in kits do just adding 8gb may or may not work.
If you are just gaming and not multitasking, 8gb should be plenty.

Your 4 thread A8-7600 has a passmark rating of 4995 and a single thread rating of 1536
The single thread rating is most important for gaming.

The 8 thread i7-4770K has a rating of 10098 and a single thread rating of 2253. You can hardly do better.

By comparison, the 4 thread r3-1200 you mentioned...

Yeah i think i wont need upgrade till i have the money to do so.The i7 should keep me good for atleast 6 months and i can get up to 600$ for 6 months and make a big upgrade.Im still unsure what do to.I was going for ryzen 3 1200 but i dont think its that good and i will have the money for a cheap mobo with 2 ram slots and 4 ram so maybe the I7 offer is better

The Ryzen 1300 wouldn't be any upgrade from the i7 4770k. You would need to go with something like the Ryzen 1500 or better yet the new Ryzen 2600(2nd gen Ryzens are just bestter overall and less picky about RAM) or on the Intel side the i5 8400 which is a very good gaming cpu.

I dont have the money to buy Ram and motherboard for them as i said im on tight budget and this offer for i7 4770k_z87m is like 90% for my budget so i think this is the best for now

that will take your build to decent performance. As mentioned no upgrade path from there, but I don't think you need one. 1050 TI + 4'th gen i7 will work for next ~1.5 years for sure, maybe even 3 if youre not picky about games :)
then there will be an great upgrade for sure, with new gen of CPU, maybe even DDR5
