Question Upload Limited to 1.2MB

hello, today my pc upload speed limited to 1.2MB/s from chrome, firefox, and edge. In another pc or laptop, my upload speed is 9-15MB/s.

I got this problem from yesterday?

I used this method but not working
-Network reset
-ipconfig /release
-ipconfig /renew
-netsh int ip reset c:\resetlog.txt

my Speedtest normal Download 111Mbps and Upload 77Mbps

upload video to google drive, youtube,mega, and dropbox. its first time i got this problem.

i already used some method @internet and system restore, but my upload speed still limited. My download speed normal 14-15MB/s, but upload limited

edit: when i used VPN, my upload speed up to 5MB/s

thru wifi or ethernet? going thru router or directly to the modem?

ethernet, from the router. I used TCP optimizer, but this program can't solve my problem.
I already replace my cable 3 times and network card too. Only my main computer has a problem.
