Question Upscaling Video on a budget

Interested in achieving some goals:

1. Make all sources of video streaming work without buffering;
2. Simultaneously run a computer game (for example Xcom2), youtube video, Amazon video, Notepad and Yahoo email, et. all, without lag in anything;
3. Very inexpensively upscale poor quality video clips to HD. 240p to 720p, for example. All clips at least one hour long. Do not yet have any software for upscaling, it all looks prohibitively expensive, ridiculously so, and hardware requirements very high. Would like to spend 300 or less on this.

Current machine appears to lack necessary hardware to achieve goals.
Am considering replacing with a different machine, but doubt its quality and ability. Both described below:

Currently getting about 771 Mbps download speed. Cost to go to next speed tier prohibitive, and not sure machine could handle it anyway.

Well, Google says that Disk Management opens by Right Clicking on the Start tab, and selecting from the popup menu. That DOES NOT WORK, as the screen shot below shows. No choice to open Disk Management appears on the menu.
Yet your image, again at craigslist, show a portion of Disk Management.

Where did that come from? Who installed it?

do you have a search box down on your task bar? If yes, type "disk management" into it. You should see a choice pop up that says "create and format hard disk partitions?.

Can you get that far?

I don't know what Classic Start Menu is. I don't give these things their names. Every time I save something, Windows yanks it and hides it where it thinks it belongs, instead of asking me where to put it.
 
You do realize that when you alter Windows, then information on how to do things is going to differ, correct?

If I were you, I would consider hiring someone to do this work for you. Between the unrealistic budget, the unrealistic goals, and your very significant technical limitations, I have no confidence in my ability to provide you useful assistance here, though I wish you the best of luck whatever way you go with this challenge.

Can you get that far?
No. When I put the cursor inside the box next to the word start, which contains a magnifying glass, and I start to type, instead of letters appearing, the box disappears.
And yes, Windows Defender is on, and Malwarebytes says I'm virus free.

Unrealistic is a matter of perspective. Perhaps it's unrealistic to assume people know terms and acronyms in fields they're unfamiliar with. Good luck with whatever it is that you do.

meaning no disrespect, i have to ask;
if you cannot follow what most users would consider simple instructions within the Windows environment,
how do you plan on running complicated video processing software to achieve these goals you are intending?

1. Make all sources of video streaming work without buffering;
2. Simultaneously run a computer game (for example Xcom2), youtube video, Amazon video, Notepad and Yahoo email, et. all, without lag in anything;
3. Very inexpensively upscale poor quality video clips to HD. 240p to 720p, for example
and what exactly is it that you are trying to do?
take old low quality videos and convert them to higher quality,
create new videos at low resolutions and then upscale them,
live stream with low settings and then improve them later, etc..?

your 1-3 necessities are going to take a pretty powerful central processor(CPU) along with a pretty powerful dedicated graphics processor(GPU), along with some pretty expensive video processing software.
Would like to spend 300 or less on this
this is not possible for under $300.
more like >$1500 for a much nicer system along with the software.
