When it starts, is it giving you the display of the mobo manufacturer's logo on your monitor? If not, you might need to do a clean installation of Windows to get Ryzen Master off of it so it won't automatically apply the overclock. What cooler are you using? So, any ideas?

He can't boot, he doesn't get any display, even BIOS.Boot in safe mode, uninstall Ryzen Master, reset CMOS.
Safe mode should bypass the program he overclocked with.He can't boot, he doesn't get any display, even BIOS.
It doesn't matter what safe mode does, his monitor doesn't show an image so he can't turn it on.Safe mode should bypass the program he overclocked with.
