URGENT PC Case Light Turns on But System Does not Boot Up

Please help me, my system case (fractal design define r4) it's blue light turns on, but the system does not boot up, I can see the intel stock cooler turn a tiny bit then stop, but that's all that happens, my specs are here:
CPU: Intel Pentium g3258
GPU: Galaxy GTX 750 Ti
Case: Fractal Design Define R4
Motherboard:Gigabyte ga-z97-d3h
Power Supply: Thermaltake TR2 600w
HDD: Seagate 320gb and 2 hitachi 1tb's
I believe that my power supply is the issue because it has made a loud, kinda stuttered/buzzing fan noise for some time, and now when I boot up, there is no fan noise or a fan running on the power supply, but it could be anything. please tell me some ways I can figure this issue out, and my motherboard does not have a speaker to beep. Thank you for your time, I am very gracious to whoever can help me out.

Thanks for the response, I fixed the issue earlier, it was just some really odd issue with the psu, it was being loud and odd, so I unplugged the entire psu from my machine, then just simply reinstalled it, but after I reinstalled it, my psu is very quiet and is working better than ever! I must've done something wrong without noticing it my first time installing it.
