I was able to solve the available amount of memory issue that I had. And this is how I was able to do it. My system has 4 gigs of memory installed and when I booted it up and checked the available memory because of how slow it was I saw that I had only 2 gigs of my 4 gigs of memory available.
I researched online and saw a number of possible solutions that I tried but none worked for me. This is what I did.
I am running Windows 7 Pro 64 Bit.
AMD Quad Core Processor.
MSI Mother Board (760GM-P23 FX) 2DIMMS for DDR3-1333/1066/800MHz.
I re seated the memory, rebooted the system and got 3 gigs available of the maximum 4 gigs that I have installed.
I switched the memory modules around in their respective slots rebooted the system and still got 3 gigs of the maximum available 4 gigs that I have installed.
I took out 1 memory module rebooted the system with 2 gigs and all 2 gigs was available.
I added the the other 2 gigs rebooted and still getting 3 gigs available of the maximum 4 gigs installed.
I opened the run menu ( windows logo key + R) then typed in msconfig press enter.
In the System Config screen, I clicked on the Boot menu then Advanced options, You will see, top left, Number Of Processors check box (checked) and on the right, you see Maximum Memory, on my system this was checked. I selected the amount of memory installed on my system (4096) then clicked OK and rebooted.
When I checked my available memory I still see only 3 gigs available.
I went back to the run screen, msconfig -> Boot -> Advanced Options -> Maximum Memory check box and UNCHECKED it.
I rebooted my system and low and behold to my delight, ALL my installed memory (4 Gigs) was available.
I power down my system and powered it back up and checked ( Clicked the Start Orb -> right clicked on Computer -> Properties) ALL my installed 4 gigs of memory was available.
