Usable ram only 2.96

So i just installed windows 10 64 bit and witcher 3 started lagging a lot (almost every game btw) So i did some research and i think it has to do with my ram. It shows that only 2.96 gb is usable, while i have 6 gb installed.
Before with windows 8.1 i could use the full 6 gb and run every game at ultra. My gpu is a gtx 970.
How can i fix this?

Just to double check. Under System, System Type = 64-bit Operating System, x64-based processor?

Then launch Resource Monitor and it will give you a chart of the memory. If you have a big chunk under Hardware Reserved that is usually the problem.

CPU-z will tell you how much ram the sysem sees installed. Than you can figure out whats going on with the other memory. If you could use all 6GB before 8.1 than you should have the 64bit windows...
