USB 2.0/3.0 running slowly

Ok here's the deal as quickly as possible:
USB 3.0 drive in USB 3.0 slot on z79 mobo (Asus Gene V) copies single large file at <15Mb/s
USB 3.0 drive on same mobo in a 2.0 port copies at same speed <15Mb/s
File is being transferred off a Crucial MX500 SSD.
Same USB 3.0 drive copies >50mb/s on old Mac in a 2.0 slot off a 5400rpm HDD
Tried other 3.0/2.0 drives with the same result, never breaking 20Mb/s. I have all the chipset and USB interface drivers up to date for the mobo. USB 3.0 support is enabled in the BIOS.
Can anyone offer me some suggestions as to what I need to do in order to speed things up?
Windows 8.1 Pro 64-bit
Thanks!

Hey Rowdyrauderson. So you've tried all those devices with the same SSD? It sounds like the issue might be the SSD itself. I'd recommend that you contact the manufacturer's customer support and/or upgrade its firmware to see if that changes anything. You could also see if there are any available updates for the BIOS as well.

Hope that helps.

Well the kicker is that I have 2 SSD's (1 Crucial, 1 Micron) and a HDD(Western Digital). I have tried to copy files from all the drives and they all copy at the same speed. The only thing I could think is that it was a mobo issue. But if the SATA ports were transferring that slowly I would have noticed way before the USB issue.

That's odd indeed. the only thing which comes to mind right now is the USB Legacy Mode. Take a look at this article here: http://www.makeuseof.com/tag/optimize-data-transfer-speed-external-drives/ you'll see what I'm talking about
It might prove useful and hopefully it turns out that this is the issue.
