USB 2.0 ports aren't working (two 3.0 ports work)

I'm using two of my 3.0 ports for my mouse and keyboard. My other 4 USB ports don't work and I can't figure it out. I've tried uninstalling all drivers in device manager and rebooting. They reinstall and then tell me there was a malfunction and it stays at Unknown Device Error 43.

I downloaded Driver Booster and updated old drivers, but that didn't help.

It will still charge my phone if I have it plugged in to USB, but it won't come up in my computer.

motherboard is Z68 Extreme3 Gen3

if it was a hardware problem, would it still charge my phone? or just completely not work?
