USB 3.0 charges phone, but won't detect it or any device

The usb 3.0 on the front of my pc won't detech any device, but it will charge my phone, so something has to be working. The connector is a blue connector to my motherboard and its plugged into the right spot. Both usb 3.0 on the back of the mobo work just fine, but the front one with the connector doesn't anyone have an answer?
My specs are
fx-8320 4.0ghz OC
adata xpg v2 1866mhz 2x4gb
gigabyte ga-970a-ds3p
gigabyte windforce gtx 770 2gb
apevia warlock 900w psu
toshiba DT01ACA100 1tb HDD
pny xlr8 120gb SSD
 
The solution to this was that if i took power away from the computer and unplugged it from the wall and started it back up usb 3.0 ports would start working. In the power management options, supposedly usb 3.0 would shut off after a certain amount of time if they weren't used. So i changed some settings there and it fixed it and they are working just fine now.
 
I know that none of my usb ports shut off because that's some GB motherboard feature (more of a hindrance than anything). And there's no way to turn them off without disconnecting power to the computer. I have been to GB tech support and they said there's no way to turn them off. So my headphone lights and anything else with a usb and a light is always on when i try to sleep or something.
