Question Usb 3.0 PCI-e card not working

I got a PCI-e usb hub to add some usb ports to my pc but after i installed the hub and the drivers off of the website it does not seem to detect any devices, it only gives power to devices. does anyone know why that is?

RAM: 16gb
MOTHERBOARD: ASROCK Z87 Pro3
and I'm running windows 10 home edition for the os.

What brand is your usb card? I've got a similar issue with mine which is an orico 7 hub Pci-e card.
