Is it possible to connect a USB C PD powered monitor like a HP EliteDisplay S14 that only has 1 USB C DP port for power and connectivity, to a laptop without any USB C ports. Are there any special adapters that could make this work, or is this impossible?

Nope, it won't work.
A regular USB A port on your laptop delivers at most 5V /1.5A= 7W.
The HP EliteDisplay S14 requires 15 watts (5V/3.0A=15W), so just connecting a USB A to Type C adapter won't increase the power delivery of a regular USB A port on your computer.
