Hi. Please advise on a piece of hardware that "interpret" the action of a usb joystick; i.e. move left/right/up/down and other button pressed.

That would be software, not hardware.

The joystick in question, and its associated driver software that can read the signals coming from it, and send instructions to the operating system.
