USB drive missing capacity

So, I have a new 32 GB USB drive, and I know that claimed capacity doesn't equal to the real capacity shown by windows. But, a 32 GB drive is supposed to have 29.7 GB usable capacity on windows, right? My drive only show 28.6 GB available. I have tried using clean command in diskpart, formatting in disk management, but it still shows 28.6 GB, so there's a whole GB missing. I know that it isn't that much, but I'm wondering where could these capacity go? Or is there a different way to calculate the real capacity if the drive is USB 3?

How is the drive recognized by Disk Management and BIOS? In case it shows as 28.6, then I would say that it is really strange.
Anyway, my suggestion would be to get all the data stored on the flash drive.
After that, you can contact the manufacturer and ask them on that. They should be able to provide some useful information.
