USB Drivers not loading properly

When I tried to sort out my dirver issue for the 11 billionth time, I noticed that during the troubleshooting phase the drivers would start working for a brief second but then stop altogether for some odd reason, I don't know why this is but if anybody could help me out with this problem then it would be much obliged.
 
Solution
update the bios to the current version, then go to the motherboard vendors website and update the cpu chipset driver and any USB 3 driver.

remove any old USB driver dated before 2012.

Update any USB device that has its own driver or its own firmware.

if this does not help, you will want to change the memory dump to kernel. google how to force a memory dump using a keyboard, make the registry changes. Boot up the system, wait for the USB to stop working and force a memory dump using the keyboard. (if you have a usb keyboard, it might not work if the usb port is not working)

Open Device Manager opens and expand 'Universal Serial Bus controllers'.
Right-click each USB controller, that is listed under Universal Serial Bus controllers, and click 'Uninstall' to remove them.
Restart the computer and allow Windows to automatically scan for hardware changes and reinstall all the USB controllers that you uninstalled.
After Windows finishes, check the USB device to see whether it is working.
