Question USB Drives not getting power from mobo

So I have recently made a couple of upgrades to my PC. This included installing a new GPU, for which I also got a new PSU to power it up. I also installed an additional nvme ssd and two extra front panel fans for a total of 3 SSDs installed on my PC. Prior to installing the GPU and the SSD, my PC was not powering upUSB flash drives at all. If I plugged an external HDD, it powered it up with no issues, however now with the upgrades not only does the PC not power up USBs, it also completely fails to power up the external HDD that was working just hours prior.

This all happened when I first swapped the PSU to test the new video card before I swapped my PC to a new case. After the test, it was when the computer refused to power up any USB drives. It does not even recognize them in BIOS so I figure it must be a motherboard issue with not suppling enough power to all USB ports, which I find rather silly. Here are my specs:

PSU is a Corsair RM750e 750W Gold Plus

For peripherals I have kb+m, 4 fans (2x120mm, 2x140mm RGB) installed within the case and a mat with RGB led around it. So nothing that consumes a ton of power, I looked up and with the new PSU it should be enough to power the CPU and new GPU without any problems. I do not think the addition of a couple extra fans and a led keyboard mat would pull that much juice. I'm completely at a loss here as there is ZERO info online about such issues. I know it is not my motherboard as it was working just fine a couple hours ago, I know it is not the PSU as it is brand new and it powers everything just fine, and i cannot be windows because again, when I go into BIOS the only drives it recognizes are the SSDs. Any ideas as to what might be going on? My only current solution is to reset BIOS settings to default and then flash a BIOS update as it seems the only logical step to take.

Everything else works fine; the mat, the keyboard, mouse. If I plug in my phone, it charges as normal. I know that it is a power issue because when I plug in a USB drive, the led on it does not blink to show that it has started up. When I connect the external HD, the LED blinks slowly for a couple seconds and then shuts off, as if it was not being powered at all.

What BIOS version are you on for your motherboard? If you have an update pending, once you've verified that the BIOS was updated, clear the CMOS. You do so by powering down the system, disconnecting from the wall and display, removing the CMOS battery, press and hold the power button for 30secs to drain any residual power, then replace the CMOS battery after 30mins.

What OS are you working with? Might very well be that your OPS is corrupt or your drivers need a reinstall. If you're on Windows, install your chipset/USB driver in an elevated command, i.e, Right click installer>Run as Administrator. Does anything show up in Device Manager with a yellow exclamation mark?

I am running factory BIOS, I already cleared the CMOS and reseated the CPU which someone mentioned to me might have been an issue. I am working with Windows 10 64-bit. Again, nothing shows up in either device manager or disk manager. The external HDD that I have has a white LED that powers on when it is connected, what happens is that I plug in the HDD and I can hear it spin briefly before it shuts down and the LED goes off as well. So I am like 99% sure it has something to do with the mb not sending power correctly to the USB ports to power up drives. Just to check, I unplugged my GPU and plugged in the old one with the old PSU and even then, no drive boots up at all.
