USB Extender over a network?

So I was wondering if there is a device of sorts, or even a driver or something, that is able to extend a USB driver over a network.

For example. My PC is upstairs, and I play games that stream over a Steam box (the Steam Link), to my downstairs TV. However, the Steam box, isn't to good at having the exact controls to the controller that the game supports (because Steam has profiles for your controller that conflict with the game). And if you decide to stream a non-stream game (by mirroring your desktop), and use a controller over the Steam Box, it will conflict with the controller profile, that goes to steam, instead of the mirrored game. So that's a no-go.

So is there a wireless, or even wired ethernet box, that supports USB, and the USB connection would go to your computer (through a program, or driver of sorts)?

I have found things like this that could work IOGEAR USB Ethernet Extender, but this requires a whole seperate Ethernet cord. I already have a 100 FT long ethernet going from my router where my PC is, to downstairs that hooks up all of my devices that are by my TV. Don't want another cord running.

Anyway, is anything I'm saying, do they have any of that out right now?

What I use this for is at work. We have old software that people use and it requires a license key. That key is a USB dongle that only works on Windows XP and older computers. I created a virtual computer with WinXP but how to plug in a USB device into a virtual computer? This device has software that you install and creates a connection between that computer and whatever USB device is plugged into this adapter.
