USB external HDD never sleeping/spinning down with Windows 10/Asus 99 Deluxe

I have a few concerns about my new build or more specifically a number of 2.5" external hard drives (different makes and models) never spinning down/sleeping even when PC is turned off.

Summarized the problems are.

USB 3.0 external hard drives still spinning when computer fully powered off.
USB 3.0 external hard drives not sleeping when idle and PC turned on.

This was never a problem in my old PC with windows 7 even in sleep mode. Does anyone know of a setting in BIOS to disable USB power when PC shut down. Thanks in advance for any suggestions. My system details are:

Operating System - Windows 10 Pro 64-bit
CPU - Intel Core i7 5820K @ 3.30GHz
RAM - 16.0GB Unknown @ 1223MHz (15-17-17-35)
Motherboard - ASUSTeK COMPUTER INC. X99-DELUXE (SOCKET 2011)
Graphics - NVIDIA GeForce GTX 970 (MSI)
Main Storage - Samsung SSD 850 PRO 512GB (SSD)
 
In windows you have your power scheme settings.
If you go to the advanced options you can set how the motherboard deals with each device and it`s power configurations.
If set to no power saving options it will the cause of your problems related to power down of the hardware or usb drive.
or when you wish to set the pc into sleep or hibernation mode of windows.

You must also make sure that in your bios that in the section, or the menu you relating to power.
APCI mode that it is enabled, and the mode selected is set to at least S1-S3 power mode.

Save the settings in the bios before you exit it.
The next clean boot and running of windows. should result in a clean power down of the system with the usb drive still connected, and or sleep or wake up from hibernation or sleep mode of windows OS.
On new motherboards you also have the option to enable or disable if power is provided to the USB ports of the motherboard even if the system is powered down or turned off. again this can be found in your bios, and one of the supporting menus, options.
And can be set to enabled or disabled in the bios.

One or the other should sort out your problem you are having, Good luck.

 
Thanks Shaun o, I haven't been able to find a setting relating to external harddrive in the power scheme settings. I can change the sleep times but this only seems to work for the internal drives. I don't understand why they won't spin down, this happened automatically in Windows 7 or do you think this is also a motherboard issue?
