Question USB for free internet?

Some time ago i saw a video, you can use an USB key plug it in the pc and even if the wifi connection is restricted and/or blocked to some domains/websites, you can gain access because of the USB.
Its like some code/backdoor that works with windows.

I remember there was a text document on the usb that changed the rules about connections on the pc.
