Question USB keyboard not working on POST, cannot access BIOS... PC restricted by Admin on old school network. Please help?!

Greetings from a first-time poster,

A teacher friend of mine sometimes buy old computers from his school and I'm his go-to guy to remove everything XP and hook him up with more recent software. This is never a straight-forward task with these pc's as it has all sorts of admin restrictions.

This time around I simply cannot get into the BIOS. The keyboard seems to be disabled during POST. It works fine at the Windows Login Screen, so no faulty keyboard.

No PS2 ports, six USB ports at the back, two in front. I've tried them all to no avail. The mouse lights up in each port, so I don't think the issue is with the power to the USB ports, or a dedicated port for startup scenario.

I've removed the CMOS battery for a couple of hours. Upon restart, the system recognizes the battery failure and date reset, but instead of directing me to the BIOS setup, it does something strange that I suspect is a workaround to prevent BIOS access. It shows a split-second black screen that reads "Auto Adjust" and then the Windows loads. I'm not sure why the screen reminds me of a monitor brightness adjustment, but it does (if that means anything).

I've tried booting Win7 from USB and from DVD drive, but you always need the keyboard to initiate...

The motherboard is an Intel Core 2 Duo, built for Vista it seems, but used on an XP platform by the school. 64-bit processor surprisingly...

... any ideas on how to get the USB keyboard to work during POST or any alternative to get into the BIOS?

Unplugging the hard drives DOES allow me to access my other boot devices, and the startup repair tools, but I still don't have keyboard or BIOS access and the internal hdd's are not plug-and-play so you can't connect and manipulate them after startup...
