USB laptop gpu adapter?

I was wondering if you used usb 2.0 with this, would you be getting the full potential from the card? If not, would it come close?

First of all its a clunky solution, second of all it requires ab external power source (power supply).

And no no way you can run via USB 2.0 or even USB3.0 as neither provide nearly enough bandwidth to support any modern GPU.
