So guys I need some help with my USB peripherals. They are not working when I boot up the PC, despite the fact that they were working perfectly before. I cannot go into the BIOS setup or anything, but when Windows 7 boots up, everything runs great, no problem. Is there any way to fix this ? I had some USB driver problems before and I was actually getting a BSOD, because of that. But I managed to fix the problem. I'm running an MSi H81M-p33 motherboard. Hope this information helps you guys understand...

Solution
must enable this in bios,(enable usb moase and keybaord) if you cant get into the bios try it usesind a spare wired keybord to change the settings, i dougt the BSOD or windows had anything to do with it, was prolly just a driver conflict.
you can also try pluging you USB transmiter as close as posible to the nearest PS/2 port and if you are using a usb hub, dont.
it could also be fast boot if you have that enableld then msi wil ignor you input and try to get to windows asap.

if you download this fast boot utility it will boot you into the bios for you, im almost 100% certian this is a faulty bios setting, if all fails load fail safe defaults or optimized setting in the bios...
